22The South Sudan Liberation Movement/Army (SSLM/A) and the South SudanDemocratic Forum (SSDF) are particularly thankful for the efforts of the Government and peopleof the United States for offering and paying for such timely training for these young men. Thisfurther confirms the commitment of the Government of the United States and its people not onlyto underwrite the peace negotiations but also seek to improve the skills of our young men andwomen in the Sudan.While the SSLM/A is not totally surprised by SPLM/A‘s divisive activities, we are deeplydisturbed and dismayed by it‘s clan discriminatory practices. This is not new but it is a sadreminder of unacceptable nepotistic and corrupt practices. As you can see above, out of twenty(20) military officers, sixteen (16) are Dinka and (12) from Bor county. Only four (4) officersare from different ethnic groups. Moreover, there are 34 officers sent to Eritrea for Presidentialmotorcade training and unconfirmed report of other officers in Uganda for related militarytraining, most of whom are dominantly Dinka Bor. Whatever was the SPLM/A criterion forselection, it is damnably nepotistic and corruptive. We strongly condemn such injustices andunfairness.You will recall nepotism, ethnic discrimination, corruption, and minoritydictatorship were the key causes of —korkoro“ or division, the abolition of the Southern Regionas a unitary entity into three geo-political regions and the current civil war in the Sudan.The leadership of SPLM/A, by this callous act of ethnic discrimination and corruption hascategorically taken a dangerous route. A route that has categorically revealed its non-reformistpolicy responsible for driving the movement into political gutter in 1991, (contrary to recentoptimism in reforms program with its ranks.) Do you believe what they say? Many think, on thepart of SPLM/A, that the exclusive security and military agreement with the Government ofSudan has already granted the SPLM/A the power to set up a police state and crush opposition.But such a system of autocracy can be achieved only under conditions of servitude.

33In as much as some communities in South Sudan place substantial reliance on polycentricpatterns of order, they will surely present contestable opinions that must necessarily challengesystems organized on autocratic principles such as SPLM/A.. Liberation cannot be achieved bydominance. The South cannot remain half free and half in servitude as against the values ofunity, equality of opportunity, justice and freedom.The South can exist without a monopoly of authority relationships. Social cohesion forSouthern Sudanese can only be achieved with more conscious effort, with a wiseacknowledgement of the irrational factors of ethnic cleavage, with arrangements that promotewilling adherence and consensus, with a determined pursuit of fairness between the differentethnic groups which make up our society through the just distribution of the fruits of unionamong them.Deng VanangSecretary for Information and PublicityEmail;
